California Onsite Water Association unifies and integrates California’s onsite water resources using environmentally sound and resilient practices through education, partnership, and policy change.


Nick Weigel

Nick serves COWA as board member and treasurer of COWA. A graduate of California State University, Chico in Civil Engineering, Nick is a Senior Water Resources Engineer at Watershed Progressive where he specializes in the design of decentralized water and wastewater collection, treatment, and dispersal systems across the State of California.

As a certified National Association of Wastewater Technicians (NAWT) instructor for the California Onsite Water Association (COWA), Nick has taught the principles of design, inspection, operations, and maintenance of decentralized wastewater systems throughout the United States to designers, regulators, installers, owners, and operators highlighting the importance of these roles.

Laura Allen

Laura Allen is the co-founder of Greywater Action. She is the lead author of the San Francisco Greywater Design Manual for Outdoor Irrigation and the author of the how-to books Greywater, Greenlandscape and The Water-Wise Home: How to Capture, Conserve, and Reuse Water in Your Home and Landscape which includes technical instructions for design and installation of greywater systems. Laura works with cities and water agencies to develop and implement greywater education programs, and she also participates in code development. She is on the technical advisory committee for the International Association of Mechanical and Plumbing Officials’ (IAPMO) Water Efficiency Standard (We-STAND). Laura developed the first greywater training for professionals in California and leads classes and workshops on greywater systems design and installation.

Tony Madrone

Tony is a sustainable landscape designer who specializes in irrigation and water management, and is the Principal at Indra Designs. Tony is dedicated to creating beautiful, functional and unique native-scapes utilizing drought tolerant plants, high efficiency irrigation and locally sourced materials when feasible. Tony applies his extensive knowledge of irrigation systems and residential stormwater management to designing and installing rainwater collection and greywater systems. Tony has 17 years of experience in landscape and irrigation design and is an ARCSA Accredited Professional, Qualified Water Efficient Landscaper (QWEL), EPA Certified Water Auditor, EPA Water Sense Partner and Licensed Landscape Contractor.
